About the Building Commission

The Building Commission is:

  • a division of the Department of Commerce that regulates the built environment for the benefit of the community.
  • a leader in research and development, and the setting of standards.
  • a promoter of best practice and continuous improvement.
  • a supporter of key trades and professions through effective registration, licensing and auditing.
  • an impartial adjudicator in the resolution of industry disputes.
  • a comfort to consumers and building owners when they engage with the building industry.


The Building Commission provides services in three main areas:

Licensing and Applications

  • Administers registration and licensing applications for builders, painters, building surveyors, plumbers and construction contracts administrators.


  • Carries out inspections of building services, investigates breaches of legislation and provides a dispute resolution service.

Industry Development

  • Administers and monitors standards and codes of practice for building services.
  • Develops and provides industry policy and legislation.
  • Provides information and advice for industry and consumers.
